What is the "Industry Standard" scale?

Generally speaking, which is the only way you can speak of this issue, the "industry standard" is 28mm scale figurines though what exactly is 28mm is a bit of a mystery. The zombie in these pictures is "29mm toe to eye" and seems to work with the "industry standard" to me.

The industry is too diverse to have a size standard. It never really has anyway.
